New Delhi, March 30 The Telecom Regulatory Authority of India on Monday said that Bharti Airtel and Vodafone Essar had the most congested networks in the country.

In a report tracking the congestions levels, the telecom regulator said that while Bharti Airtel’s network was congested beyond the specified benchmark in 14 places, Vodafone’s network was clogged in 12 places in December 2008. Reliance Communications and Idea Cellular are at the third spot with 11 points of congestion each.

However, there is considerable improvement in the operators performance. For example, Airtel had 42 such points of congestion and Vodafone had 23 in October 2008. Tata Teleservices has the least number of points where the congestion levels are beyond permissible levels with a total of two places.

To ensure seamless inter-connection, TRAI monitors the level of congestion at the points of interconnection (POIs) among various service providers on a monthly basis. This parameter signifies the ease with which a customer of one network is able to communicate with a customer of another network. It also reflects as to how effective the inter-connection is between two networks. The benchmark notified by TRAI for this parameter is less than 0.5 per cent. This means that out of 200 calls between two operators, only one call should face a congestion problem.

TRAI said that overall the number of POIs where congestion levels is higher than the specified benchmark has decreased from 129 in September 2008 to 66 in December 2008.
