839 new FM stations in its plan Tonguerasar Bharati

Prasar Bharati has revealed that it has plans to set up 839 new FM stations in private sector. The stations would be launched in 290 cities of the country in near future.

The plans were revealed by the Secretary Union Information Broadcasting Ministry Uday Kumar Verma at inaugural ceremony and launch of 10 MW FM Channel-2 of the local station of All India Radio popularly known as 'Radio Kashmir.

He also further highlighted that the 10 to 20 FM Channels in private sector have been earmarked for Jammu and Kashmir under this programme.

As an added incentive he further highlighted that the license fee and the rental fee for the private parties intending to launch FM stations in the state would be half as compared to the private persons in rest of the country.

839 FM channels to be available for auction in 294 cities
The reserve price for radio channels in FM Phase III expansion will be decided on the basis of amount bid in Phase II auction and there would be 839 FM channels in 294 cities made available for auctions, said the Information and Broadcasting Ministry.

"The reserve price for new channels in existing FM Phase II cities shall be the highest bid price received for that city in Phase II. In cities which are being taken up afresh, the reserve price shall be the highest bid price received during FM Phase II for that category of cities in that region," I&B minister Manish Tewari said.

He was responding to a question in the Rajya Sabha. He also said that the government had also cleared the proposal of the I&B ministry for conducting ascending e-auction as followed by the Department of Telecommunications for the auction of 3G spectrum for award of license to FM channels.

With the entire process of FM radio Phase III auctions getting delayed due to various reasons, the government has decided to give more time to FM Phase II operators to migrate to Phase III.

The Information and Broadcasting Ministry has extended the last date of signing the Grant of Permission Agreement (GOPA) from 31 December to 30 June 2013.

The government had earlier decided to commence e-auctions from December this year over a period of three years to increase the number of private FM radio channels from the present 245 to around 839 covering another 227 cities having population of over 100,000.

Even as the Government has said that private FM radio channels will be permitted to carry news bulletins of All India Radio in unaltered form, it has been clarified that broadcast relating to subjects like sporting events, traffic and weather will be treated as non-news and will therefore be permissible.

Other subjects coming under non-news and current affairs are coverage of cultural events, festivals, coverage of topics pertaining to examinations, results, admissions, career counseling, availability of employment opportunities, and public announcements pertaining to civic amenities like electricity, water supply, natural calamities, health alerts etc. as provided by the local administration.
