The success of the UPA government's National Rural Employment Guarantee Act which was passed in August 2005 has been widely credited with giving the UPA its second term in parliament. CNN-IBN presents "Breaking New Ground", a special series analyzing the impact and nature of NREGA. The series will look at various states across the country and analyze where the act has worked and where it has not. The series goes on air from Monday, July 27th and will culminate into a half hour special on the 2nd August at 11.30 AM & 9.30 PM.
'Breaking New Ground' will explore states like Bihar & Jharkhand to investigate the role of NREGA brokers, the suppression of whistle blowers and how in some parts the scheme is just not working. In Andhra Pradesh, the show will find out how IT has revolutionized the implementation of the NREGA, making it hugely popular with the poor. The show will also look at how the act has helped in curbing the migration in Rajasthan and tell the story of how even in high profile constituencies like Amethi and Raebareli the scheme is just about political patronage and has failed to create real assets and opportunities.
In West Bengal the series will highlight an irony. The Left claims that the NREGA is its brainchild, but in fact the act is worst implemented in Rural Bengal, because of hindrances created by the Left's own cadres.
