DoT ramps up IT network for 3G auction

With the auction for third generation (3G) spectrum scheduled to start on Friday, the Department of Telecom has ramped up its IT network to ensure that the bidding goes on without any glitches.

As part of an elaborate arrangement to facilitate the auction, which will take place online, DoT has loaded its Web site on three different servers located at various places to tackle any eventuality of a network collapse arising out of natural calamities in a region or other threats like hacking.

Apart from the actual bidding activity happening online, DoT is expecting about one lakh people to access its Web site to get the latest update on the auction.

The contents in all three servers will be identical and will be taking sequential hits for simultaneous operations. While the location of the three servers has not been disclosed due to security reasons, emergency back-up will be provided on a fourth server installed in Hyderabad.

The updation facility is being provided by the National Informatics Centre (NIC) through Virtual Private Network connection.

“This auction is probably the biggest in the world over the past decade in terms of scale and we want to ensure that it goes smoothly. We don't want a situation where a server collapses due to the large number of people accessing it. We are also prepared for things like earthquake, fire or any natural calamity,” said a top Government official.

NIC experts have been asked to be available till late in the evening since the auction will continue till 7.30 p.m. every day. In the worst case, if the VPN link gets broken and cannot be repaired, DoT has made arrangements to upload data by taking the soft copy of the documents to the NIC headquarters in New Delhi.

A special Government vehicle has also been arranged for this eventuality, which will take the DoT officials to the NIC headquarters.

Even the bidders are not taking any chances and are setting up their system in multiple locations. Though auction rules allow bidders to take a one hour break in case of any crisis, all the bidders have taken precautions to bid from three to four locations across the country.
