General News MIB had received 102 MSO applications till 24 Oct 2018
MUMBAI: Over 100 applications seeking approval to operate as multi system operators (MSOs) in digital addressable system (DAS) areas are pending before the ministry of information and broadcasting (MIB). The ministry has disclosed the list of MSO applications that it has received till 24 October 2018.

As per the disclosure, the MIB had received 102 MSO applications which are pending for approval. Of the 102 pending applications, 28 applications were received in 2017 while the remaining 74 were received in 2018.

The ministry has not given fresh approval for MSO licence since September 2017. Till date, the MIB has granted registration to 1469 MSOs and cancelled/closed 66 licences. Only two companies have been granted provisional registrations.

In October, the ministry had decided that it will start granting DAS licences to MSOs without the security clearance from the ministry of home affairs (MHA).

The decision was taken in the light of the order passed by the Delhi High Court in August 2018 directing MIB to process Sharma Cable Network’s application expeditiously.

Sharma Cable Network had moved Delhi HC seeking directions for the MIB to process its DAS licence immediately. The company’s application was kept on hold as the MIB was re-examining the MSO licence policy/guidelines.

While issuing directions to the MIB, the Delhi HC had also stated that the ministry can re-examine the policy of granting MSO licence.

In August, the ministry had stated that the ministry is re-examining the policy hence, further action on the pending applications shall be taken once the process is completed. In response to an RTI query, the ministry had also stated that it had received 91 DAS applications.

In March 2017, the ministry had done away with the practice of issuing provisional registrations. It had further stated all provisional registrations unless cancelled or suspended will henceforth be treated as regular registrations for a period of 10 years.

Permanent registrations are valid for a period of 10 years and require security clearance from the MHA while provisional registrations are issued on a temporary basis subject to security clearance from the MHA.
