General News MIB issues final show cause notice to 92 MSOs regarding cable TV network details

MUMBAI: The ministry of information and broadcasting (MIB) has given a final opportunity to 92 multi system operators (MSOs) to furnish details about their network or face cancellation of registration.

The ministry had issued a letter on 28 June, 2017 followed by a show cause notice on 31 August, 2017 requesting MSOs to submit the details of Headend, subscriber management system (SMS), mandatory TV channels being carried and area wise set top box (STB) seeding data in management information system (MIS).

It had also warned that the registration of erring MSOs can be terminated/cancelled if they fail to furnish these details.

The ministry had allowed MSOs 15 days time to reply to the show cause notice. Despite that, the MSOs had failed to furnish the details to the ministry within the stipulated time frame.

“Now, it has been decided to give a Final opportunity to reply to the Show Cause Notice and furnish the information sought vide letter dated 28/06/2017,” the MIB said in its final show cause notice dated 24 April.

“If your reply is not received within the stipulated time, it will be presumed that you have no comments to offer in the matter and your MSO registration may be cancelled,” it added.

The ministry had issued a circular on 27 January 2017 had informed that all registered MSOs are free to operate in any part of the country, irrespective of registered for specific DAS notified areas granted by this ministry.

Further they were asked to submit the details of Headend, SMS, Subscriber’s list and a self-certificate that they are carrying all the Mandatory TV Channels, within six months from the date of issuance of MSO registration, to the MIB failing which the MSO registration is liable to be terminated/cancelled.

Subsequently, the ministry had through a memorandum dated 6 March had informed that all valid provisional MSO registrations unless cancelled/suspended subsequently, are to be treated as deemed regular registration for a period of 10 years from the date of issuance of the respective provisional registration.

The ministry had also requested registered MSOs to enter the seeding data of the STBs installed in the MIS software developed by the ministry. But the 92 MSOs have not entered any seeding data in the MIS till date even after the expiry of six months period from the date of issue of MSO.

The ministry also pointed out that the Rule 10A, of Cable TV Rules mandates that “every Multi-System Operators and Cable Operator shall be bound to give such information as may be sought for by the Central Government or the State Government or any agency authorized, by the Central Government or authorized officer, as the case may be, within such period and in such form as may be specified by such Government or agency or officer”.
