'No timeframe for implementing TRAI's report

The government on Monday said it has not set any timeframe for implementing recommendations of telecom regulator Trai on spectrum related issues, which among other things has suggested delinking licence from spectrum.

In a written reply to Lok Sabha, Minister of State for IT and Communications Sachin Pilot said, "Being a policy matter no timeframe can be prescribed for decision by the government on the recommendations of Trai."

The Telecom Regulatory Authority of India (Trai) has made its recommendations on spectrum management and licensing framework on May, 2010.

The recommendations among others had suggested that no more Unified Access Service (UAS) licence linked with spectrum should be awarded.

To another query on Mobile Number Portability (MNP), a service that allows operators to retain their number while switching operator, Pilot said the government has extended the timeline to October 31, 2010.

"Government is regularly monitoring the status of implementation of MNP, including readiness of the networks for implementation of MNP within stipulated time line," he said.

On a query on unsolicited calls, the government said that service providers are getting a large number of complaints against both registered and unregistered telemarketers.

It has been observed that subscribers do not take initiative to get themselves registered with National Do Not Call (NDNC) registry and a large number of subscribers, despite having registered, do not complain to their operators.

Till date about 11 per cent of the total subscribers have registered themselves with the NDNC.

Telecom Minister A Raja said in a written reply that in view of the limited effectiveness of the existing framework, Trai has already issued a consultation paper on the Unsolicited calls.
