Restrict number of mobile TV licences per operator: TRAI

The Telecom Regulatory Authority of India (TRAI) has suggested that the Government should restrict the number of licences for offering Mobile TV services, held by a singly entity, in order to prevent monopolies.

The regulator has proposed that a single entity should not be given more than 25 per cent of the total licences issued.

TRAI has also said that one company should not be given more than one licence for a circle.

TRAI has categorised the entire country into 20 circles for the purpose of giving mobile TV licences.

This means a single operator can get licences for only 5 circles in the first phase.

Technology issues

The Government is planning to auction spectrum for providing mobile TV services. Restricting an operator to just 25 per cent of the area could result in a number of problems which includes roaming and issues related to multiple technologies.

For example, if two operators deploy different technologies to offer mobile TV services, then the subscribers of one player will not be able to access the service if he roams into another operator's circle unless he carries two devices.

Technically, there are two main ways of delivering television content to mobile devices.

Television content could be provided via mobile telecommunications networks through 3G technologies or by using broadcasting platforms such as Qualcomm's Media-Flo and Nokia's DVBH technologies.

While 3G technologies enable only unicast, the other two technologies enable broadcast.
