Verify SIMs or take blame for terror acts, telcos told

Sounding a warning to telecom firms not to take the verification exercise lightly before providing mobile connections in Jammu & Kashmir, the Centre said even CEO or CMD of the company may be made co-accused in cases where unverified SIMs are found to be used in any terror act.

The message is learnt to have been conveyed to representatives of various telecom companies by home secretary G K Pillai who summoned them to North Block on Monday in the wake of reports that verification norms were being violated in the state.

A senior official said, “Any company cannot be held responsible for misuse of mobile phone if connection is provided after following all verification norms. But chief of the company can be booked or made co-accused if his or her organisation fails to follow the security norms.”

Security agencies have reported to the home ministry that a number of mobile phones, given without any verification, were being used extensively by terrorist organisations in J&K , including militant groups functioning from Pakistan, occupied Kashmir.

Amid these reports, the ministry on Monday asked cellular service providers to strictly adhere to the subscriber verification exercise and warned them that their services could be suspended for non-compliance of guidelines within seven days.

“It is also suggested that the telecom company should cancel licence of its franchisee if the latter violates security norms,” said the official.

Sources said the ministry has asked telecom companies to complete verification of post-paid subscribers within seven days of the connection. For pre-paid users, the ministry said all formalities for subscriber verification should be completed immediately without any further delay.
