Now BSNL-private operator impasse affects Haryana - nairrk - 10-05-2011

Connectivity between mobile phones of private service operators and Bharat Sanchar Nigam Limited (BSNL) land line phones continued to remain adversely affected for the sixth consecutive day. The standoff between BSNL and other private operators seems to have been extended from Punjab to Haryana as residents of Haryana complained of disconnectivity.

The problem, till now, was persisting only in Punjab. While services of Reliance and Tata were resumed on Monday, connectivity between BSNL and other private service operators like Airtel, Vodafone and Idea was not resumed.

Ranjan Mathews, Director General, Cellular Operators Association of India (COAI) said that BSNL is discriminating against Airtel, Vodafone and Idea.

Confirming that there is no further development, Naresh Sharma, General Manager, Punjab Circle, BSNL said that no further development has taken place.

According to COAI, the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) had passed an order stating that “services may be restored” by the BSNL.

An order to this effect was passed last Friday. Till a decision is taken by BSNL to resume services, not only those owning land line BSNL phones are likely to remain unreachable from mobile phones of private service operators. Mobile phone owners are unlikely to be able to reach emergency service numbers.

Calls from mobile phones to emergency numbers like 100, 101, etc are not getting through owing to disconnection. While the row between BSNL and private service operators continue, the customers are the worst affected.

Impasse between BSNL and private operators continues in Haryana

The subscribers in the Haryana and Punjab continue to be affected by disruption of services by BSNL to private operators. The pleas of the private operators have failed to convince the BSNL to reverse its decision.

The pleas of the private operators have failed to convince BSNL to reverse its decision. The state owned telecom major has decided to go ahead with the move to disconnect its service despite TDSAT directive to restore its points of interconnection (POI) in Punjab.

"In view of the inconvenience and hardships being experienced by the subscribers of both the networks due to the discriminatory and illegal actions of BSNL, we once again urge and request BSNL to restore and reinstate connectivity at all points of interconnection for all private operators," COAI said.

BSNL Haryana circle claims to have total outstanding dues amounting to Rs 2.70 crore including Rs 98 lakh from Vodafone, Rs 81 lakh from Airtel and Rs 92 lakh from Idea.

BSNL has nine SSA (Secondary Switching Areas) spread in 8 districts of Haryana including Hisar, Jind, Rohtak, Ambala, Gurgaon, Faridabad, Karnal and Sonepat. SSA provides Point of Interconnection (POI) between BSNL and other telecom operators for calls within the state.
