UT seeks Rs 1 crore for IPL security - Sathish - 03-11-2009

CHANDIGARH: After a near-clash of dates for the second season of T20 cricket at a time of general elections, Indian Premier League (IPL) seems to be headed for another showdown. Deciding to charge fees in advance for providing security during matches, UT administration has asked the ministry of home affairs (MHA) for Rs 1 crore if the forthcoming IPL games in Mohali and Chandigarh need safety cover.

Taking a call on security policy for international cricket, IPL and Indian Cricket League (ICL) matches, UT home secretary Ram
Niwas said, IPL, BCCI and other cricket promoting associations mint money through ticket sales, advertisements and televisions rights. If they want security for such commercial matches, they mighty well pay for it.

It was RTI application filed by TOI seeking information on audit objections raised for India-Australia one-day international (ODI) hosted by the Haryana Cricket Association (HCA) on October 27, 2007, that prodded UT into such action. UT will now ask HCA to foot the bill of Rs 10.6 lakh (approx), said a source.

Categorically stating that whether for security apparatus by UT police or expenses incurred for hotel stay, transportation or match venues in Mohali or Panchkula, organizers would have to pay for them all.

Reiterating the same, UT IG SK Jain added, We will require additional three companies of paramilitary forces for security of players, officials and venues. Stating that they were yet to hear from IPL authorities for the second edition of T20, he added, Elections are more important than cricket.?

According to Punjab Police Rules, chapter-II, on allocation of extra forces, it is clearly mentioned that for any commercial event, if security is demanded at the venue for maintenance of law and order, payment should be made in advance.

A break-up of charges for a day’s security goes like this: For constables and head constables, it’s Rs 604, for every ASI, SI and inspector, Rs 889, and a DSP, Rs 884. For an international match, nearly 1,500 cops are deployed. Other than this, UT police has reportedly also asked for contingency expenses on security. It may be mentioned that Punjab Police had also sent a bill of Rs 7.65 crore to Punjab Cricket Assocition but it is yet to recover its dues.
